　　Zhao Wenhua said at the news briefing held in state administration of traditional chinese medicine on the same day that there have been many people in China who have been engaged in traditional Chinese medicine practice for many years, and those with special skills cannot pass the unified examination to obtain the qualification of doctors. According to the provisions of the previous Law on Medical Practitioners, the qualification examination for doctors was conducted by means of practical skills and comprehensive written examination, while the Interim Measures for the Administration of Registration of Qualification Examination for Doctors with Expertise in Chinese Medicine was changed from "examination" to "examination", and the examination was conducted by means of on-site collective evaluation by experts. This regulation is a breakthrough in the reform of the access system for doctors of traditional Chinese medicine, which is more in line with the academic characteristics of traditional Chinese medicine.

Zhao Wenhua said that after the appraisal by experts, there are experts in Chinese medicine who can directly obtain the qualification of Chinese medicine (specialty) doctors, and the scope of practice is determined according to the assessment conclusions identified by the assessment experts, including the technical methods of Chinese medicine that can be used and the scope of specific treatment of diseases and syndromes. According to the measures, Chinese medicine (specialty) doctors should carry out their practice activities within the scope of practice.

　　The method stipulates the application conditions for two types of personnel. Those who study Chinese medicine as a teacher should meet the following conditions when applying for the qualification examination of doctors: First, they have been studying Chinese medicine with the teacher for five years continuously, and the diagnosis and treatment of certain diseases are unique, technically safe and effective, and they have passed the evaluation by the instructor; Second, it is recommended by at least two practitioners of Chinese medicine, and the recommended doctors do not include their instructors.

　　For those who have been practicing Chinese medicine for many years, they should meet the following conditions when applying for the qualification examination of doctors: First, they have medical origins and have been engaged in Chinese medicine practice activities for five years under the guidance of Chinese medicine doctors or have been engaged in Chinese medicine practice activities for five years before the implementation of the People’s Republic of China (PRC) Law on Traditional Chinese Medicine; Second, the diagnosis and treatment of some diseases and syndromes has unique methods, safe technology and obvious curative effect, and has been recognized by patients; Third, it is recommended by at least two Chinese medicine practitioners.
