National governance is related to the future and destiny of the country, and it is a major theoretical and practical topic that our party has always paid attention to since the founding of New China. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has put forward a series of new governing strategies and concepts in combination with the new characteristics of China’s reform and opening up. The "national governance system" is an important concept among these new governing concepts, and it is a set of national systems for managing the country put forward by the Party in combination with China’s reform and opening up and social development. Attaching importance to system construction is a fine tradition and political advantage of the Communist Party of China (CPC). At present, China’s excellent economic performance and strong development ability are rooted in good system design and high governance efficiency.
The national governance system is the concentrated embodiment of Socialism with Chinese characteristics’s system.
The national governance system is a regular understanding that the Party has led the people in the process of socialist construction and reform and opening up since the founding of New China more than 70 years ago. It has comprehensively answered the important issue of how to develop socialism in combination with the special national conditions of China in the construction practice of Socialism with Chinese characteristics. With regard to state governance, General Secretary of the Supreme Leader pointed out: "Our Party has been exploring this issue continuously since it came to power throughout the country. Although there have been serious twists and turns, it has accumulated rich experience and made great achievements in the state governance system and governance capacity, especially since the reform and opening up."
Socialism with Chinese characteristics system is a characteristic system based on China’s reality, which can clearly reflect China’s development reality. Practice has proved that this system and governance system have played an important role in promoting China’s modernization drive, with strong vitality and great advantages. It creatively uses Marxist state theory to build a socialist state system, providing important institutional support and fundamental governance guarantee for the party to lead the socialist modernization drive.
Today, the world is in a great change that has never happened in a century. World multipolarization, economic globalization, social informationization and cultural diversity are developing in depth. In the process of promoting socialist modernization, China needs to deal with various risks and challenges effectively. "If the trend of the world is not prosperous, it will decline, and if the rule of the world does not advance, it will retreat." General Secretary of the Supreme Leader pointed out: "We still have a lot to be improved in the national governance system and governance capacity, and our system has not yet reached the requirements of being more mature and stereotyped."
Theoretical Logic of Enrichment and Development of National Governance System since the New Era
Since the 18th National Congress of the Communist Party of China, our party has placed Socialism with Chinese characteristics’s system construction at the core in the process of China’s modernization, focusing on "what to uphold and consolidate, what to improve and develop". In the process of promoting China’s development in the new era under the leadership of the CPC Central Committee with the Supreme Leader as the core, a series of reforms in important areas were carried out in combination with the development reality of China, and in the process of reform, traditional concepts and institutional disadvantages were bravely abandoned, and a set of scientific and effective Socialism with Chinese characteristics institutional system was constructed.
In the final analysis, to comprehensively deepen the reform is to improve and develop the Socialism with Chinese characteristics system. The Third Plenary Session of the 18th CPC Central Committee opened a new situation of comprehensively deepening reform, and the plenary session introduced 336 major reform measures. "This project is extremely ambitious, and piecemeal adjustment is not feasible, nor is piecemeal repair. It must be a comprehensive and systematic reform and improvement, and it is the linkage and integration of reforms and improvements in various fields, forming an overall effect and achieving overall results in the modernization of the national governance system and governance capacity." After more than 40 years’ hard struggle of reform and opening-up, our party has achieved remarkable results around the deep-seated problems of social development, which has provided an important guarantee for deepening the modernization of the national governance system and governance capacity.
Enrich and deepen the scientific connotation of "modernization". "Modernization is a multi-faceted process, which involves changes in all fields of human thinking and activities." In the new era, our Party has focused on the new tasks and challenges faced by Socialism with Chinese characteristics’s construction, and used the advanced experience of other developed countries for reference to examine Socialism with Chinese characteristics’s institutional system and the Party’s national governance ability from the perspective of modernization, thus further enriching the connotation of "modernization" in the process of Socialism with Chinese characteristics’s construction. The General Secretary of the Supreme Leader pointed out: "We have talked a lot about modernization, including agricultural modernization, industrial modernization, scientific and technological modernization, national defense modernization, etc. It is the first time to talk about the modernization of the national governance system and governance capacity."
Promote comprehensive and deepening reform in combination with the current development reality of our country. Since the Third Plenary Session of the 18th CPC Central Committee, the Central Committee has set up a comprehensive deepening reform leading group, which has carried out a series of comprehensive reforms around all aspects of China’s modernization drive. For example, in the aspect of ecological civilization system, the CPC Central Committee has raised the construction of ecological civilization to an unprecedented new height. Documents such as "Environmental Protection Supervision Scheme (Trial)" adopted by the Central Deep Reform Group have gradually established and improved the major system of ecological civilization construction in China. The General Secretary of the Supreme Leader pointed out: "To comprehensively deepen the reform, it is necessary to comprehensively promote the reform in all fields, and it is necessary to have a general goal and answer the question of what the reform in all fields is ultimately for and what kind of overall results are to be achieved."
Governing the country according to law in an all-round way is a profound revolution in state governance. General Secretary of the Supreme Leader stressed the need to form a complete legal system in the fields of party building and social development in combination with the reality of China’s modernization drive. The Second and Third Plenary Sessions of the 19th CPC Central Committee have taken new steps in system construction. General Secretary of the Supreme Leader pointed out: "Governing the country according to law is an essential requirement and an important guarantee for upholding and developing Socialism with Chinese characteristics, and an inevitable requirement for realizing the modernization of the national governance system and governance capacity."
Comprehensively promote the institutional reform of the party and the state. Promoting the reform of the party and state institutions in an all-round way is the inevitable requirement and concentrated expression of the modernization of the national governance system and governance capacity. Since the 18th National Congress of the Communist Party of China, the reform of various institutions around the Party and the state has achieved remarkable results and accumulated some effective and valuable experience. Of course, in many fields of various institutions of the party and the state, there are still systems and mechanisms that need to be further improved in combination with the current development of the party and the state.
Solve the problem of institutional model selection. The choice of institutional model is a big problem to be paid attention to and solved in the process of promoting the construction of Socialism with Chinese characteristics’s institutional system. Our Party has always adhered to the socialist development direction and socialist reform position in the process of leading and promoting the construction of Socialism with Chinese characteristics. The fundamental reason for the great achievements in Socialism with Chinese characteristics’s construction is that we have unswervingly adhered to the Socialism with Chinese characteristics system, which is also a valuable experience. In this regard, the image of the Supreme Leader General Secretary borrows the old adage in Chinese history that "Governing the country is like planting a tree, and its roots are not shaken, but its branches and leaves are flourishing" and profoundly points out: "The roots of our governance are the Communist Party of China (CPC)’s leadership and the socialist system."

Promoting the modernization of the national governance system and governance capacity is by no means Westernization or Capitalization!"
The Communist Party of China (CPC)’s leadership constitutes the fundamental experience of China’s smooth development and great achievements in the past 100 years since the founding of the Party, especially since the reform and opening up, which is also China’s greatest institutional advantage in today’s world stage. The key to China’s success lies in the Party. Since the founding of New China more than 70 years ago, the Communist Party of China (CPC) has led the people of the whole country to actively carry out various undertakings, successfully coping with major risks and challenges from home and abroad, especially from the international community. China’s modernization has created an amazing miracle of rapid economic development.
History and practice have proved that the construction and development of China must be carried out under the unified leadership of the CPC Central Committee. We should constantly enrich and improve the Party’s leadership system by combining the national conditions, the Party’s situation and the world’s situation. While advancing Socialism with Chinese characteristics’s modernization, we should actively promote the building of a community of human destiny and show the responsibility of big countries.
