China news agency, Toronto, March 24 (Reporter Yu Ruidong) US President Biden paid his first visit to Canada from March 23 to 24. Canadian Prime Minister Trudeau and Biden issued a joint statement, promising that the two countries will promote cooperation on common priorities in various fields.
In terms of transforming into a clean economy and creating jobs, the two countries decided to set up a one-year energy transformation working group to accelerate bilateral cooperation. The two sides agreed to promote trade in products such as clean steel and aluminum, and continue to cooperate in the fields of renewable energy and electric vehicle supply chain, key mineral value chain, nuclear energy and zero-emission vehicles. The two sides will continue to discuss Canada’s request to include Canadian products in "Buy American Goods".
In terms of key minerals and semiconductor supply chains, the two sides agreed to increase investment in related industries and promote cross-border semiconductor manufacturing corridors.
In solving the problem of irregular immigration, Canada and the United States will expand the scope of the Safe Third Country Agreement from March 25th, so that it will apply not only to designated ports of entry, but also to the entire land border including inland waterways. This new measure means allowing both sides to repatriate asylum seekers at the border. Since 2017, a large number of asylum seekers such as refugees have entered Canada from the United States through unofficial border crossings, which has aroused public concern in Canada. As an alternative to solving the problem of irregular immigration, Canada agreed to accept 15,000 immigrants from the Western Hemisphere this year on humanitarian grounds.
In terms of defense security, the two sides agreed to invest in the modernization of NORAD. Canada will invest 7.3 billion Canadian dollars to upgrade and build new fighter-related infrastructure. Early warning sky wave over-the-horizon radar (OTHR) and threat tracking system will be installed in southern Ontario.
Canada and the United States reaffirmed their support for Ukraine and declared that they would continue to work together to deal with "foreign interference". The two sides will strengthen cooperation in the "Indo-Pacific Strategy". The United States supports Canada’s entry into the Indo-Pacific Economic Framework (IPEF).
The two sides also promised to deepen cooperation in protecting shared waters and the Arctic, promoting social diversity and inclusiveness, responding to cyber threats of key infrastructure, responding to the crisis of synthetic opioids, and reducing gun violence.
Biden’s visit was held in Ottawa, including a speech at the Canadian Parliament on the 24th and a press conference with Trudeau. Biden’s visit to Canada was accompanied by his wife Jill, US Secretary of State Blinken, Energy Minister granholm and National Security Assistant Sullivan.
