In response to several core issues of public concern, "Xinhua Viewpoint" reporters interviewed relevant government departments, enterprises and industry experts.

　　One question: Can the "on-board hydrolysis hydrogen production" technology be realized?

　　According to media reports, the "on-board hydrolysis hydrogen production" system developed by Youth Automobile Group Co., Ltd. can produce hydrogen in real time, and the "on-board hydrolysis hydrogen production" hydrogen energy vehicle was trial-produced in Nanyang. On the 24th, the reporter visited Nanyang, Henan Province and saw the "water-hydrogen engine car".

　　The person in charge of the relevant project told the reporter that the basic principle of the technology is "aluminum alloy powder+catalyst+water" to produce hydrogen. "Under the action of catalyst, ‘ Hydrogen production material ’ Reacts with water to generate hydrogen, which generates electricity through the hydrogen stack, supplies power to the motor and drives the vehicle. " He also said that at present, cars can run 300 kilometers with 100 kilograms of "hydrogen-producing materials" and 300 liters of water.

　　Wu Mengqiang, secretary-general of the National Strategic Alliance for Technological Innovation of New Energy Storage Batteries and Materials Industry and chairman of the New Energy Committee of Sichuan Institute of Electronics, said that "catalyst" can only change the reaction process and improve the hydrogen production rate and efficiency, but it cannot provide additional energy. He believes that even if hydrogen is provided through hydrolysis reaction, whether the hydrogen supply efficiency is enough to become an automobile energy source needs to be verified.

On November 27, 2018, Nanyang Lotters New Energy Automobile Co., Ltd. was established by Nanyang High-tech Zone Investment Co., Ltd. and Jinhua Qingdong Energy Technology Co., Ltd. with a registered capital of 200 million yuan, of which 98 million yuan was subscribed by Nanyang, accounting for 49% of the shares. It is understood that Jinhua Qingdong Energy Technology Co., Ltd. is closely related to Youth Automobile Group.

According to the announcement of the transaction results of the Nanyang Municipal Government Procurement Network, Nanyang Public Transport Corporation purchased 72 hydrogen buses from Nanyang Lotters in April this year with a unit price of 1.2 million yuan and a total amount of 86.4 million yuan.

　　When explaining the reasons for adopting the single-source procurement method, the procurement publicity first claims that Nanyang Lotters is a bus production enterprise jointly invested by Nanyang Municipal Government and Jinhua Youth Automobile Group with a total investment of 8 billion yuan; Second, according to the Minutes of the Office Meeting of Nanyang Municipal People’s Government (Wan Zheng Zheng [2019] No.4), it was agreed to purchase 72 buses needed to serve the "Nanyang 2019 Intercontinental Meeting", and the purchased vehicles were given priority to purchase new energy buses produced by Nanyang Lotters.

　　Apart from capital, does Nanyang have preferential policies to support Lotters in Nanyang, such as land and factories? The person in charge of the relevant department of Nanyang Municipal Government said that the related project covers an area of 1,000 mu, and the planning has just started, and more than half of the land acquisition has been completed, and the construction has not yet started.

　　The reporter visited the site and saw that at present, the address of industrial and commercial registration in Nanyang Lotters — — On the 7th floor, Building A1, Zhongguancun Science and Technology Industrial Park, Nanyang High-tech Zone, the room is idle, the glass door is locked, and the room is empty. Nanyang Lotters has rented a factory in Zhongzhou West Road, Nanyang City. The staff of Nanyang Lotters introduced that the whole factory was newly rented in March this year, with a building area of over 10,000 square meters. It is planned to be rented for three years, and it will be moved after the new factory is built.

　　The reporter saw at the scene that three white logistics vehicles were parked on the open space of the factory, and one of them was the questionable "on-board hydrolysis hydrogen production" car. According to the reporter, there is only one factory at present. In the assembly workshop of the factory building, the reporter saw two production lines, namely, the hydrogen energy bus with hydrogen storage tank and the logistics vehicle production line, instead of the "on-board hydrolysis hydrogen production" vehicle. According to the staff of Nanyang Lotters, at present, no hydrogen buses and logistics vehicles have been delivered in Nanyang factory, and 72 hydrogen buses purchased by Nanyang in April this year were all produced in Jinhua, Zhejiang.

　　Three questions: Does the enterprise have a serious problem of dishonesty?

　　Many netizens questioned that the Youth Automobile Group behind the project was a seriously untrustworthy enterprise. The reporter’s investigation found that in recent years, the Youth Automobile Group and its head, Pang Qingnian, have indeed broken their promises many times.

　　According to China Executive Information Open Network, in recent years, Pang Qingnian has been listed as an executor of bad faith by courts in Zhejiang, Henan, Shandong, Ningxia, Shaanxi, Guizhou, Jiangsu and other places, and some of its enterprises, including Youth Automobile Group, have been listed as an executor of bad faith many times, among which many cases of bad faith are "having the ability to perform and refusing to perform the obligations specified in the effective legal documents".

　　In addition to the credit stain, Jinhua Youth Automobile Manufacturing Co., Ltd. was administratively punished by the Ministry of Industry and Information Technology in 2017 for violations such as "the actual installed battery capacity is less than the announced capacity".
