I. Main responsibilities

History and practice show that the fundamental system of adhering to the guiding position of Marxism in the ideological field is an important support of Socialism with Chinese characteristics’s system, an essential requirement of upholding and strengthening the overall leadership of the Party, and a powerful guarantee for developing advanced socialist culture.

　　System construction is overall, stable and long-term. To ensure that the guiding position of Marxism is reflected in the various undertakings of the party and the state, and to play the leading role of Marxism in social ideology requires strong institutional support and reliable institutional guarantee. The Decision of the Central Committee of the Communist Party of China on Upholding and Perfecting the Socialism with Chinese characteristics System and Promoting the Modernization of the National Governance System and Governance Capacity, which was deliberated and adopted by the Fourth Plenary Session of the 19th CPC Central Committee, emphasized the fundamental system of upholding the guiding position of Marxism in the ideological field, and made a series of major arrangements, clearly put forward and improved the work system of arming the whole party and educating the people with the Party’s innovative theory, improved the learning system at all levels such as the theoretical learning center group of the Party committee (party group), established the system and mechanism of educating people in a full, full and all-round way, and implemented the ideology. This is of great significance for building a socialist ideology with strong cohesion and leading power and consolidating the common ideological foundation of the United struggle of the whole party and the people of the whole country.

　　Ideological work is an important aspect of cultural construction. Whether ideological work can be done well is related to the future and destiny of the party, the long-term stability of the country, national cohesion and centripetal force. Since the 18th National Congress of the Communist Party of China, the General Secretary of the Supreme Leader has placed ideological work at the height of the overall strategic situation, emphasized that "ideological work is the work of building the heart for the country and the soul for the nation", put forward a series of new ideas, new viewpoints and new theories, made a series of major arrangements, made efforts in various ways to solve the outstanding problems, and adopted various methods to effectively reverse the passive situation that once appeared in the ideological field.

Cultivating and carrying forward core values and effectively integrating social consciousness are important ways for the normal operation of social systems and the effective maintenance of social order, and are also important aspects of national governance system and governance capacity. History and reality show that core values are an important stabilizer for a country, and whether they can be constructed with strong appeal is related to social harmony. To strengthen cultural self-confidence, carry forward the spirit of China, highlight China’s values and unite China’s strength, we must vigorously cultivate and practice socialist core values, take cultivating and carrying forward socialist core values as a basic project to gather spirits and strengthen the foundation, constantly consolidate the ideological and moral foundation of Socialism with Chinese characteristics and improve the ideological and moral level of the whole nation.

　　General Secretary of the Supreme Leader pointed out: "Chinese civilization stretches for thousands of years and has its unique value system." "We advocate and carry forward socialist core values, and we must draw rich nutrition from them, otherwise it will not have vitality and influence." This profoundly enlightens us that the cultivation and promotion of socialist core values must be based on Chinese excellent traditional culture. The firm core values have their inherent roots. Abandoning tradition and losing the roots is tantamount to cutting off one’s spiritual lifeline. In the new era and new journey, in order to build the modern civilization of the Chinese nation, we should cultivate and practice the socialist core values, seriously absorb the ideological essence and moral essence of Chinese excellent traditional culture, deeply explore and expound the times values of Chinese excellent traditional culture, such as caring, attaching importance to the people, keeping honesty, worshiping justice, respecting harmony and seeking harmony, and inheriting and carrying forward them in light of the new times conditions, so as to make them an important source of cultivating socialist core values.
